One of the most common fears about online privacy is that someone on a game server or a chat room will see your IP address and suddenly know your name, where you live, and who you are. Fortunately, the reality of IP tracking is much less dramatic.
The Short Answer: No
Under normal circumstances, an ordinary person on the internet cannot find your real name, phone number, email, or exact street address just by looking at your IP address.

Who Actually Knows Your Name?
The only entity that can link your specific IP address to your real, legal name and billing address is your Internet Service Provider. When you sign a contract for home internet, your ISP keeps a log of which IP address is assigned to your modem at any given time.
The Law Enforcement Exception
ISPs take customer privacy seriously and will not hand over your name to a random person who calls them up with an IP address. The only way someone can force an ISP to reveal the name behind an IP address is through a legal process.
If a cybercrime is committed, or illegal files are downloaded, law enforcement or copyright lawyers can obtain a subpoena from a judge. They present this subpoena to the ISP, legally forcing the ISP to check their logs and reveal the name and address of the customer who was using that IP at that exact time.
The Bottom Line
Unless you are committing serious crimes that warrant a police investigation, you do not need to worry about strangers finding your name purely from your IP address. However, they can still see your general city location, so using a VPN is recommended if you want total anonymity.
